Second Arrest in Oak Park for Public Indecency
Alert citizen spots Franklin Park man near Whittier School and Dole Center and calls police.
A citizen's quick response led to the arrest of a 45-year-old Franklin Park man for public indecency and disorderly conduct, police said.
Around 6 p.m. Monday, Michael O'Toole was masturbating in his car parked near the 200 block of Augusta Street while watching two 10-year-old girls, Deputy Chief Anthony Ambrose said.
The incident took place near and the . A citizen spotted O'Toole and called police and provided a description of the automobile.

O'Toole, 46, left the scene before police arrived, Ambrose said, but was chased down and later arrested in the 7700 block of Chicago Avenue in River Forest.
This is the second such arrest in less than a week.

Allen Dyer, 29, of Forest Park was arrested and charged with public indecency after some alert residents while standing in a village-owned parking structure at 137 N. Scoville Ave., near Oak Park-River Forest High School. He was picked up moments later a short distance away.
